ALICE Description

ALICE: Who is ALICE?

 

ALICE stands for  Asset  Limited,  Income  Constrained,  Employed.

In Centre County, where there are 60,467 households,
30% are ALICE households  and  17% are living in poverty. 
This equates to  47% of Centre County households
struggling to afford basic needs. 

ALICE is our neighbors, friends and family who may earn more than the official Federal Poverty Level, but struggle to afford the basic necessities for their family. ALICE households are unable to afford the basics of housing, child care, food, transportation, health care, and technology. These workers often struggle to keep their own households from financial ruin, while keeping our local communities running.

For a growing number of U.S. households, financial stability is nothing more than a pipe dream, no matter how hard their members work. These households are ALICE – Asset Limited, Income Constrained, Employed – earning above the Federal Poverty Level yet struggling to afford basic expenses.

ALICE households:

  • Span all races, ages, ethnicities, and abilities, though households of color are disproportionately ALICE
  • Include workers whose wages cannot keep up with the rising cost of goods and services
  • Often include those who are working two or more jobs and still cannot pay their bills
  • Include family members who need care and assistance, which makes it harder for their caregivers to find adequate work
  • Live paycheck to paycheck and are forced to make impossible choices: pay the rent or buy food, receive medical care or pay for child care, pay utility bills or put gas in the car
  • Are part of every community nationwide

ALICE may be your relative, friend, colleague, or neighbor, or you might be ALICE. ALICE may also be your health care provider, teacher, retail clerk, sanitation worker, and others. ALICE workers are the backbone of our economy, with the pandemic making it crystal clear just how much we need them.

Founded by United Way of Northern New Jersey, United For ALICE is a driver of innovation, research, and action to improve life across the country for ALICE and for all. United Way of Pennsylvania launched a statewide data project, ALICE, which provides a comprehensive measure of financial hardship across our state.

The ALICE report tells the story of our community members who are going to work but are still struggling to survive, through a standardized methodology that assesses the cost of living in every county. Equipped with this data, the Pennsylvania network of United Ways will convene, advocate and innovate in our local communities to highlight the issues faced by ALICE households, and to generate solutions which help them on their path to financial stability. ABOUT CCUW: People know the name and often recognize our logo or our mantra to “LIVE UNITED,” but that doesn’t mean they understand what we do. The answer is simple: We help people. That’s it. That’s our most important goal. To help as many of our neighbors in Centre County have access to programs that focus on the building blocks of a happy and healthy life — education, financial stability and health. We believe in a holistic approach, working together our Partner Agency Network who aims to support our most vulnerable neighbors those in the ALICE population. ALICE stands for Asset Limited, Income Constrained, Employed, these households are lead by hard-workers, they are health care providers, teachers, retail clerks, sanitation works, and others. ALICE workers are the backbone of our economy, with the pandemic making it crystal clear how much we rely on them, they are often those deemed 'essential'.  With inflation outpacing wage increases these families live paycheck to paycheck, one emergency event away from financial disaster.   ALICE households and households in poverty are forced to make tough choices, such as deciding between quality child care or paying the rent — choices that have long-term consequences not only for their families, but for all. In Centre County where there are 60,467 households - 30% are ALICE and another 17% are living in poverty. This equates to 47% of Centre County households struggling to afford basic needs. In 2023 over 51,000 residents utilized United Way funded programs or services. Join Centre County United Way in creating opportunities for a better life for everyone in Centre County. We are all connected and interdependent; the idea that we all win when a child succeeds in school, when families are financially stable, and when people are healthy.  It is less about helping one person at a time and more about making sure the systems are in place to  help everyone in Centre County.
